The Ministry of Justice’s 2011 Judicial and Court Statistics said county court civil (non-family) claims had followed a downward trend since 2006, and that 1,553,983 such cases were started in 2011, 4% fewer than in 2010. A parliamentary evidence submission on the same period likewise found the data did not show a significant or consistent rise in litigiousness. Some subcategories moved differently, but the overall public evidence points to declining, not increasing, civil litigation.
