Reasoning & Evidence21 Jul 2026
The claim is fully corroborated by multiple official UK government sources. HM Treasury announced on 21 May 2026 (approximately two weeks before Starmer's 3 June 2026 speech) a temporary reduced VAT rate from 20% to 5% on children's meals served in restaurants for consumption on the premises, running from 25 June to 1 September 2026 — i.e., over the summer period. This was part of the "Great British Summer Savings" scheme, announced via a Ministerial Statement by the Chancellor and detailed in HMRC guidance and a Treasury fact sheet. The scheme covers children's meals marketed and priced as such on dedicated children's menus, and also extends to children's/family tickets for cinemas, theatres, and various family attractions. The government expects businesses to pass the savings on to customers at the till. Every element of the claim — that the government is offering support, that it involves cutting VAT, that it applies to children's meals in restaurants, and that it is particularly over the summer period — is directly confirmed by primary government sources. The timing reference ("two weeks ago by the Chancellor") also aligns with the 21 May 2026 announcement date. **Sources:** - GOV.UK, "Great British Summer Savings 2026: Family activities VAT relief fact sheet" (HM Treasury, published 21 May 2026): https://www.gov.uk/government/news/great-british-summer-savings-2026-family-activities-vat-relief-fact-sheet - GOV.UK, "Temporary reduced rate of VAT for children's meals and family attractions": https://www.gov.uk/government/publications/temporary-reduced-rate-of-vat-for-childrens-meals-tickets-and-family-attractions/temporary-reduced-rate-of-vat-for-childrens-meals-and-family-attractions - GOV.UK, HM Revenue & Customs Brief 5/2026 — "Temporary reduced rate of VAT for children's meals, tickets and family attractions": https://www.gov.uk/government/publications/revenue-and-customs-brief-5-2026-temporary-reduced-rate-of-vat-for-childrens-meals-tickets-and-family-attractions/temporary-reduced-rate-of-vat-for-childrens-meals-tickets-and-family-attractions - GOV.UK, "Great British Summer Savings: VAT slashed to save families money on days out": https://www.gov.uk/government/news/great-british-summer-savings-vat-slashed-to-save-families-money-on-days-out
From speech
I thank the hon. Member for the question. I recognise the challenges that she identifies. That is why we are permanently lowering business rates for retail, hospitality and leisure businesses. Every pub will get 15% off its new business rates bill, and bills will be frozen in real terms for a further two years. In relation to VAT, she will see that we are offering support by cutting VAT on children’s meals in restaurants—particularly over the summer period—with those savings set out two weeks ago by the Chancellor.
